Consider and take action on a resolution authorizing an amendment to the professional services agreement with CDM-Smith Inc. for the 36-inch Waterline from SH 3 Booster Pump Station to South Shore Harbour Booster Pump Station (WT1109) in an amount not to exceed $69,515 (Director of Budget and Project Management)

Background:
Approval of this item will authorize an amendment to the professional services agreement with CDM-Smith Inc for the 36-inch Waterline form SH3 Booster Pump Station to South Shore Harbour Booster Pump Station in the amount of $69,515.

On June 14, 2011, Council approved a single professional services contract with CDM-Smith Inc. for planning and design of the WT1108 State Highway 3 Pump Station Project and the WT1109 36” Waterline from State Highway 3 to South Shore Harbour Booster Pump Station in the amount of $1,600,000. On February 11, 2014, Council approved additional funds in the amount of $318,300, first amendment. On April 23, 2018, the City Manager approved $45,000 for purchase of design services during the construction phase of the 36” Waterline Project. The current contract totals $1,963,300.

This amendment provides additional geotechnical engineering due to progression of the design and the need to horizontal direction drill a significant portion of the project. As the design has progressed, the depths required for the drilling are finalized at a depth lower than originally projected. Due to the increase in depth, additional geotechnical borings are needed to determine the optimum drilling soil profile window and sufficient soil property data for drillers to sufficiently design and bid the drilling portion of the project. The proposal includes an additional 5 geotechnical borings. The cost for the additional soil borings is in the amount of $47,740.
