Title
Consider and take action on a resolution awarding a construction contract to Lucas Construction, Co. for Phase 2 of the Walker Street Corridor Upgrades Project (ST1803) in an amount not to exceed $328,926 and authorizing an additional $33,000 for a construction work change directive budget (Director of Budget and Project Management)

Background:
Approval of this resolution will authorize the award of a construction contract with Lucas Construction, Co. in the amount of $328,926 for Phase 2 of the Walker Corridor Traffic Upgrades Project (ST1803).

The boundary of this project is along Walker Street between League City Parkway and FM646. Phase 2, being considered tonight, includes adding three left turn lanes and three right turn lanes associated with the driveways between Jag Hollow and Regent Care.

The lowest equivalent bid based on cost and time is Lucas Construction at $328,926 and 120 days. Bid analysis was based on cost plus time bidding, more commonly referred to as A+B, which factors time plus cost to determine the low bid. A standard dollar amount per day of $240 was utilized for a contract of this size along with a 5% credit to Lucas Construction for being a League City business. After the calculation, Lucas Construction equivalent bid was $345,726 which was $1,267 less than the CM City Solutions at $346,993 even prior to the 5% local vendor credit Lucas receives.

This project is fully funded by TIRZ #2.

To follow this construction, Phase 3 will install three new signals (Kesslers Crossing, Victory Lakes and the Lowes intersection) and modify the existing signal at FM646.
