Title

Consider and take action on a resolution authorizing a one-year renewal agreement with Republic Services, Inc. on grit screening/sludge transportation and disposal services in an amount not to exceed $458,060.00 for the period June 1, 2020 through May 31, 2021 (Director of Public Works).

 

Background

Approval of this resolution will renew an award for grit screening/sludge transportation and disposal services for all wastewater treatment plants to Republic Services. Inc. from June 1, 2020 through May 31, 2021. Republic Services was the only one who responded to invitation to bid 19-PW-019 (ITB) that was released April 16, 2019 (approved data sheet attached). Republic Services bid was awarded by Council on May 14, 2019 as the only bidder option. The bid included two one-year renewal options. This action is the first renewal.

 

Presently, the City’s two activated sludge wastewater plants produce an average annual yield of approximately 2,000 dry tons/636 loads of de-watered sludge at 17% to 24% solids content. The dewatered sludge is then transported from Southwest Water Reclamation Facility (SWWRF) located at 1551 S. Maple Leaf Drive and the Dallas Salmon Wastewater Treatment Plant (DSWWTP) located at 703 N Wisconsin Avenue, to a Texas Commission on Environmental Quality (TCEQ) permitted solid waste landfill. Incidental liquid sludge loads are transferred between DSWWTP and SWWRF approximately 6 miles one way. Quantities are estimated based on historical sludge production and are not guaranteed for term of the contract.

 

Grit screenings from above mentioned treatment facilities are also disposed of at the TCEQ permitted landfill. These facilities currently produce approximately 22 loads or 7260 cubic yards annually.

 

Republic Services has agreed to this renewal with an approximate cost increase of $595 to $650 per load for the proposed contract year of June 1, 2020 through May 31, 2021. The increase addresses an adjustment for demurrage cost related to on-site roll-off container removal and replacement. Republic Services performed an evaluation of change-out procedures that was witnessed by City staff. The evaluation concluded that change-out times increased significantly due to a combination of loading area constraints and the shortage of skilled drivers. Republic Services has maintained an acceptable service level and fair market pricing since 2013.

FUNDING

{X} Funds in the amount of $458,060 is anticipated as follows: $120,000 in FY20 (4 months) and $338,060 (8 months) in FY21. Funds in the amount of $120,000 are available from Wastewater Sludge Removal Account 10207500-53930. The remainder of the contract will be budgeted in FY21 ($338,060).
