Title

Consider and take action on a resolution authorizing a professional services agreement with Burditt Consultants, LLC. for the design of three (3) Kayak Launches for the Clear Creek Connections Paddle Trail (PK2002) in an amount not to exceed $439,340 (Director of Budget & Project Management)

Background:

Approval of this resolution will authorize an agreement with professional design firm, Burditt Consultants, LLC.  (Burditt) for the planning, design, and construction administration of three (3) additional kayak launches for the Clear Creek Connections Paddle Trail (PK2002) in an amount not to exceed $439,340.

The purpose of this project is to provide planning, programming and construction documents for future construction projects that will result in the building of three (3) kayak launches and support features such as driveways, utilities and parking lots.  In addition, the contract provides for the consultant to handle construction administration during the construction of the facilities.

The first facility location is at the Highway 270 Boat Ramp, where the relocation of the launch site away from the boat ramp to fit with an existing management plan for the Dr. Ned and Fay Dudney Clear Creek Nature Center has resulted in additional costs for construction and design.  Also, this site, originally a part of Burditt’s contract for design of the 270 Boat Ramp renovation project via a TPWD grant, will be removed from Burditt’s contract for that location and funding appropriated for that project will be deducted from that project and transferred to this new agreement.

The second location is at Clear Creek and North Kansas Avenue on the edge of the Kilgore Tract, a future park.  Access to this site will be from Kansas Street.

The third kayak launch location will be into a tributary of Clear Creek near the bridge portion of the Landing Boulevard extension planned for 2021.  That site will be just south of Myrtle Park.  Access will be from the extension of Landing Boulevard and will include an access road that will connect to Landing Blvd and will run east of Landing Boulevard parallel to the boulevard on additional right-of-way to be purchased by COLC.

Previously, Burditt provided Opinion of Probable Construction Cost (OPCC) for both the construction and design for all three (3) new launch sites. That information is attached as items 3.a.iii. and items 4) and 5). Providing additional kayak launch locations into Clear Creek is part of the 2018 City Council Strategic Plan initiatives and was identified as a need in the 2017 League City Parks, Trails and Open Space Master Plan.

The Park Board and 4B Board have both approved this project moving forward and on August 5, 2019, the 4B Board approved funding of $468,700 for the design and construction of the first two facilities and $1,147,070 for the Myrtle Park/Landing Blvd. location.  On Monday, October 7, 2019, the 4B Board conducted a Public Hearing as required by law, for the purpose of hearing comments from the public.  November 11, 2019 was 60 days following the first publication of the hearing notice and is the end of the time requirement for funding with 4B Corporation monies.  Additional fees of $178,347 for permitting activities and other unforeseen project costs were approved by the 4B Corporation Board on Monday, February 3, 2020.  The additional fees were considered necessary because of unforeseen additional time-consuming requirements for permitting enacted by the U.S. Army Corps of Engineers (USACE) and other environmental agencies.
