Consider and take action on a resolution designating the League City Regional Chamber of Commerce as a subrecipient of the City’s portion of the Harris County Small Cities Assistance Program to reimburse eligible programs that directly relieve the impacts of the COVID-19 pandemic (Council Member Dugie and Council Member Mann)

Background:
Approval of this item will authorize the City to make the League City Regional Chamber of Commerce a subrecipient of the City’s portion of the Harris County Small Cities Assistance Program.

Harris County has created the Small Cities Assistant Program (SCAP) to pass through the county’s allocation of Coronavirus Relief Funds (CRF) received under the CARES act. League City has an allocation of $109,120 based on $55 per Harris County resident (1,984). The City has engaged the League City Regional Chamber of Commerce (The Chamber) to develop a program for these funds that will assist residents and local businesses directly impacted by the COVID-19 pandemic. The Chamber is proposing a program that includes job fairs, interview training, mental health seminars, and other programs to benefit impacted residents and businesses. The City has proposed this method of subrecipient award and the suggested projects to Harris County and has been advised that this will be an eligible expense for reimbursement with CRF.

City Staff met with The Chamber on August 6, 2020 to discuss the best approach to utilize SCAP funding in assisting COVID-19 impacted residents and businesses. Options were selected for programs that could be accomplished prior to the funding use deadline of December 31, 2020. Exhibit A includes a list of those project options and associated costs as submitted by The Chamber. The Chamber will administrate projects shown in the exhibit and pay for them at completion.
