Background:

Approval of this ordinance will set a property tax rate of $0.515 per $100 for 2020 Tax Year (Fiscal Year 2021).

Section 102.009 (a) of the Local Government Code states "The governing body of the municipality may
levy taxes only in accordance with the budget." City Council was presented the FY2021 proposed budget to approve based on a property tax rate of $0.515 per $100 valuation in a separate agenda item on this agenda. At this same meeting, under separate vote, the City Council ratified a tax increase based upon a tax rate of $0.515 per $100 valuation. Since the proposed tax rate of $0.515 does not exceed the lower of the no-new-revenue tax rate or voter-approval tax rate, a public hearing is not required.
