Consider and take action on a resolution authorizing a mutual aid agreement with the City of Dickinson for Emergency Medical Service (Fire Chief)

Background:
From January of 2017 through July of 2020 League City EMS has responded to mutual aid ambulance requests from the City of Dickinson 655 times with only 88 responses from Dickinson EMS to the City of League City in that same time period. Reimbursement to League City for responses to Dickinson during the past several years has been a consistently poor 28% of adjusted charges for service, leaving League City taxpayers to cover the remaining cost of services. This agreement institutes a charge for service to the requesting jurisdiction for both ambulance transports and non-transport calls. The requesting jurisdiction will be billed $150 per non-transport call and $1,000 per ambulance transport call. The responding jurisdiction will also collect any insurance remittance to offset any costs not recovered by the charges in this agreement such as debt service and asset depreciation.

EMS calculated a cost analysis of service based on a format developed by J.R Henry Consulting, Inc. out of Pittsburgh, PA. The result of the analysis was $1,005.89 for an adjusted costs per transport call based on the FY2020 budget.
