Title
Consider and take action on a resolution authorizing a construction contract with Conrad Construction Co., LTD for the Bay Ridge Flood Reduction - Phase 3 (DR1901), in an amount not to exceed $4,379,545 and authorizing a work change directive budget of $437,955, for a total construction budget of $4,817,500 (Director of Budget & Project Management)

Background:
Approval of this resolution will authorize the award of the construction contract to Conrad Construction Co., LTD for the construction of the Bay Ridge Flood Reduction - Phase 3 (DR1901).

This project is the first in a series of projects to improve overall drainage of the Bay Ridge neighborhood. It will address systemic issues by providing more robust storm sewer systems throughout the subdivision proper including additional inlets, and larger storm sewer pipes, and repaving some critical street sections to improve the removal of storm water from the subdivision.

One (1) sealed bid for the project was received September 29, 2020 (Bid No. 20-CIP-022). Conrad Construction Co., LTD’s bid is $1,515,477.35 less than the Engineer’s construction cost estimate of $5,895,022.35. Conrad has constructed two projects for the City in the last year and were found to be easy to work with, reliable and have constructed good work product as noted in the attached report cards. Conrad’s bid is based on 470 number of days from notice to proceed to substantial completion, with another 30 days to final completion. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

This construction bid award represents the third GO Bond project to start construction as approved at the May 2019 Election, and the first Prop A Drainage project to start construction. The other two GO Bond projects under construction are part of Prop B Streets: Calder Road South from Ervin to Cross Colony and the addition of a Right-Turn-Lane at League City Parkway and Hobbs.
