Title
Consider and take action on a resolution authorizing a construction contract with Westway Construction for the Council Chambers Remodel Project (FM2002), for the base amount of $894,000, and approving four (4) alternates in the amount of $125,490, with a contingency of 10% ($101,949), for a total of $1,121,439 (Director of Budget & Project Management)

Background:
Approval of this resolution will authorize the award of the construction contract to Westway Construction for the construction of the Council Chambers Remodel Project (FM2002).

This project will completely renovate the Council Chambers/Municipal Court Room including upgrades in video production equipment, replace Council dais, flooring, chairs and painting.

Eight (8) sealed bids for the project were received September 8, 2020 (Bid No. 20-CIP-018). Westway Construction submitted the lowest, responsible bid in the amount of $1,019,490 and the least amount of days at 73. The engineer’s cost estimate was $1,667,772. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

In addition to the base bid of $894,000, there are also four (4) alternate line items totaling $125,490 staff is recommending award. Details for each are listed below.

Line Item Alternates:

Alt #2 - Provide New Rooftop HVAC Units $ 90,810 (PEG funds)
Alt #3 - Paint Mansard Roof $ 9,429 (CIP Facilities funding)
Alt #4 - Extend Fire Sprinklers to Court Offices $ 8,058 (CIP Facilities funding)
Alt #5 - Include bipolar Ionization to HVAC $ 17,193 (PEG funds)

Total Base + Alternates $1,019,490

Alternate #1, in the amount of $80,889, to renovate Men & Women’s restroom at the Library will not be awarded.
