Consider and take action on a resolution authorizing a three-year agreement with Fort Bend Services, Inc. for Polyacrylamide Cationic Emulsion Liquid Polymer at a unit price of $1.25 per pound in an amount not to exceed $224,250 (Director of Public Works)
Background:
Approval of this resolution will authorize an agreement with Fort Bend Services, Inc. for the purchase of Polyacrylamide Cationic Emulsion Liquid Polymer for a period of three (3) years from October 1, 2020 to September 30, 2023, in an amount not to exceed $224,250 with two (2) one-year renewal options.
This commodity is used for municipal wastewater sludge conditioning and mechanical dewatering at the City of League City’s wastewater treatment facilities; Dallas Salmon Wastewater Treatment Plant (DSWWTP) and Southwest Water Reclamation Facility (SWWRF). It acts as a flocculent agent in the solids/water separation of digested sludge, significantly increasing the water removal efficiency, reducing the overall volume of sludge disposal, therefore reducing costs.
On June 30, 2020 the City issued a Request for Proposal (RFP) #20-WW-011 for this item. Three (3) responses were received on July 20, 2020 from: Fort Bend Services, ZK3 Industries, LLC., and Befour Chemicals. A three-member evaluation team comprised of City staff (Wastewater Superintendent, Chief Plant Operator, and Senior Plant Operator) evaluated all proposals. Each committee member scored the proposals based on the following criteria:
• Qualifications and Experience - 25pts
• Product Performance - 30 pts
• Pricing and Fees - 30 pts
• References - 15 pts
Cumulative totals from three (3) committee members are as follows:
• Forts Bend Services, Inc. - 283 pts
• ZK3 Industries, LLC. - 225.33 pts
• Befour Chemicals - 196.11 pts
Bid tabulation based on a three-year contract term is as follows:
• Fort Bend Services, Inc. - $224,250 ($74,750 annually) $1.25 per pound
• ZK3 Industries, LLC. - $242,190 ($80,730 annually) $1.35 per pound
• Befour Chemicals - $292,249.80 ($97,416.60 annually) $1.63 per pound
Of the three proposals, Fort Bend Services, Inc. resulted in the highest overall scoring and lowest pricing.
The staff’s recommendation is to award Fort Bend Services, Inc. for being the lowest responsive/qualified bidder based on overall scoring and pricing. Fort Bend Services, Inc. is the City’s current service provider and has maintained a stellar service and product quality history.

FUNDING
{X} Funds are available in FY2021 from Wastewater Department’s Chems, Drugs & Lab Supplies Account# 10207500-51850 in the amount of $74,750. The remaining $149,500 will be split in FY2022 and FY2023.
