Consider and take action on a resolution authorizing a construction contract with Statewide Services, Inc. for the 2019 Waterline Replacement Project - Bayou Brae and Newport (WT1904D) in an amount not to exceed $1,198,575 and authorizing a work change directive budget of $119,858 for a total construction budget of $1,318,433 (Director of Budget and Project Management)

Background:
If approved, this item will authorize a construction contract with Statewide Services, Inc. for the 2019 Waterline Replacement Project - Bayou Brae and Newport (WT1904D).

This project is part of the annual program to systematically replace aged waterlines throughout the city. The program evaluates, and strategically replaces water distribution lines to increase water service quality and fire protection. The areas highlighted for this year's project are Glen Cove, Bayou Brae and the remainder of Newport which were constructed in the 1960s to 1970s, with asbestos-cement water pipes. Asbestos-cement is a brittle material and pipes require regular repair and replacement during wet-dry periods due to subsurface soil movements.

In general, the project consists of the replacement and extension of approximately 17,300 linear feet of 6 to 8-inch waterlines. The major portion of these waterlines will be installed by auguring, with the existing service lines moved from the old waterline and reconnected to the new waterline. Eleven sealed bids for the project were received September 16, 2020 (Bid No. 20-CIP-024). Statewide Services, Inc. submitted the lowest, responsible, bid in the amount of $1,198,575 based on dollar amount and days to completion. Qualifications and past performance were also a consideration. Attached is the City's engineering consultant's recommendation of award, along with the bid tabulation.

This project is anticipated to take 210 calendar days from the notice to proceed.

Construction of the Bayou Brae and Newport waterlines was budgeted at $1.6 million.
