Consider and take action on a resolution authorizing a construction contract with Underground Construction Solutions, LLC for the Glen Cove Force Main Replacement Project (WW1801C) in an amount not to exceed $652,595 and authorizing a work change directive budget of $65,260 for a total construction budget of $717,855 (Director of Budget and Project Management)

Background:
If approved, this item will authorize a construction contract with Underground Construction Solutions, LLC for the Glen Cove Force Main Replacement Project (WW1801C).

This project is part of the Annual Sanitary Sewer Rehabilitation Project to provide strategic maintenance and replacement of aging sewer systems, and to prevent line failure and blockages. This will also reduce inflow and infiltration during peak events.

The project consists of the replacement and extension of approximately 3,500 linear feet of aging 14-inch force main that serves the Glen Cove subdivision. Nine sealed bids for the project were received on September 23, 2020 (Bid No. 20-CIP-023). Underground Construction Solutions, LLC submitted the lowest, responsible, bid in the amount of $652,595 based on dollar amount and days to completion. Qualifications and past performance were also a consideration. Attached is the City's engineering consultant's recommendation of award, along with the bid tabulation.

This project is anticipated to take 160 calendar days from the notice to proceed. Due to the need for extensive critical locates, we have provided the contractor with a 30-calendar day credit at the start of the project to ensure that the existing force main location is adequately identified as well as any other underground obstructions.
