Consider and take action on a resolution authorizing the submission of a Community Block Grant Disaster Recovery (CDBG-DR) Application to the Texas General Land Office and authorizing the City Manager to act as the City’s Executive Officer and authorized representative in all matters pertaining to the City’s participation in the CDBG-DR Program  (Director of Engineering)

 

Background:

In working with the General Land Office to complete the CDBG-DR applications, Staff was informed in mid-October 2020 that the 2018 resolution Council passed that granted permission for City Staff to submit for CDBG-DR funding and the City’s 2019 Bond Ordinance were not specific enough and that a new resolution would be needed that specified the Grant Funds, the amount of “Other Funds” the City is committing towards the proposed projects and reference the CDBG-DR program the City is applying related to the Hurricane Harvey Disaster.

 

Based on this direction from the GLO, approval of this new resolution will authorize the City Manager to act on behalf of the City in all matters related to the City’s participation in the CDBG-DR program. The details of this resolution would allow the City Manager to:

1.                     File a CDBG-DR application with the Texas General Land Office for funding consideration under the Hurricane Harvey Disaster Recovery Program. That the application would be for an amount not to exceed $6,807,796.00 of grant funds to provide drainage improvements associated with the following projects:

a.                     The North League City Drainage Improvements Project which consist of drainage improvements in

i.                     Brittany Bay Subdivision

ii.                     The Landing Subdivision

iii.Newport and Ellis Landing Subdivisions

iv.Along Main Street and Wesley Drive

b.                     Oaks of Clear Creek Area Detention Ponds

2.                     Act as the Chief Executive Office and authorized representative in all matters connected with the application and the City’s participation in the CDBG-DR program.

3.                     Commit local funds to meet and fulfill project requirements. The local funds are estimated to be in the amounts of $596,180.00 for Engineering Services, $484,339.74 for Land Acquisition, and $27,001.31 for Administration.  (See Attachment A for a breakdown of estimated budgets by funding sources).

 

All projects noted above were noted in the 2019 GO Bond Program as potential projects and are currently in the City’s 2021 CIP program.

 FUNDING

{X} Funding in the amounts of $27,001.31 for Administration, $484,339.74 for Acquisition, and $596,180 for Engineering will be funded from the GO Bond Prop A issuances respectfully as noted in Attachment A.  The FEMA-HMGP will require a separate fund (TDEM-DR) with expenses charged and reimbursed to the fund. CDBG-DR, if awarded, will have a separate fund set up to track revenues expenses associated with the five projects noted above.
