Consider and take action on a resolution to ratify the contract with Cherry Demolition for the demolition of the Dallas Salmon Wastewater Treatment Plant Administration Building (703 N. Wisconsin Ave), the Public Works Building (1535 Dickinson Ave), and the Animal Control Facility (821 N. Kansas Ave) in an amount not to exceed $52,225 (Director of Public Works)

Background:
Approval of this resolution will ratify the contract with Cherry Demolition for the demolition of the Dallas Salmon Wastewater Treatment Plant (DSWWTP) Administration Building located at 703 N. Wisconsin Ave., the Public Works Building located at 1535 Dickinson Ave., and the Animal Control Facility located at 821 N. Kansas Ave. in an amount not to exceed $52,225.

In June 2020 three quotes were obtained for the demolition of the above-mentioned locations from Cherry Demolition ($49,375), J.T.B. Inc. ($49,680), and A&M Environmental, LLC ($54,200). Cherry Demolition submitted the lowest qualified quote in the amount of $49,375. Asbestos surveys for the three locations later identified the need for abatement activity at the DSWWTP Administration Building. The additional cost for the disposal of the non-friable asbestos created the need for a change order in the amount of $2,850 for a total not to exceed amount of $52,225.

Traditionally, asbestos surveys are completed prior to scoping and procuring demolition projects. Ongoing safety concerns with the three abandoned facilities-initiated staff’s efforts to complete the demolition activities in a timely manner. The decision to implement the third-party asbestos surveys concurrently with the procurement process was based on a long-standing history of no asbestos issues in similar city projects.
