Background:
Approval?of this item will?authorize?an agreement with Galls, LLC of Lexington, Kentucky for the purchase of uniforms and accessories for Custodial, Emergency Medical Services, Facilities, Fire, Fire Marshal, Information Technology, and Police for a three-year period beginning December 1, 2020 through November 30, 2023, with two (2) one-year renewal options.

On, September 22, 2020 the City issued a Request for Proposal (RFP) #20-PS-014 for this item. One response was received on October 20, 2020 from Galls, LLC. A five-member evaluation team including City Staff from the Police Department, Fire Marshal’s Office, the Fire Department, Facilities, IT, and Emergency Medical Services evaluated the proposal and unanimously recommended that Galls be awarded the contract.

One reason there may have been limited interest in this contract is due to the lack of uniform companies that have the capability to provide the services and products needed in this bid. Prior to 2014, there were multiple uniform companies in the Houston area, with Lone Star Uniforms being one of the largest, and one of the few that provided equipment other than just uniforms. In November 2014, Galls purchased Lone Star Uniforms. In 2016 and 2017, Red the Uniform Tailor and Miller Uniform moved to the Houston area, and they were in position to compete with Galls. In January 2018, Galls purchased Red the Uniform Tailor, and within the same quarter Galls purchased Miller Uniform.

In the past, all the different City departments involved with this bid had individual contracts with Galls to provide equipment and uniforms, and the contracts expired at different times throughout the fiscal year. The reason for consolidating all the departments under one contract is for ef...
