Title

Consider and take action on a resolution authorizing the submission of a grant application to the Texas Department of Housing and Community Affairs (TDHCA) for Community Development Block Grant CARES Act (CDBG-CV) funds in the amount of $150,000 for rental and utility assistance, and authorizing the Executive Director of Development Services, David Hoover, to accept such grant if awarded (Executive Director of Development Services)

 

Background:

Council approval of this resolution will authorize the City to accept funding in the amount of $150,000 for rental and utility assistance to League City residents.

 

Summary:

The Texas Department of Housing and Community Affairs (TDHCA) is making $40 million in Community Development Block Grant CARES Act (CDBG-CV) funds available to entitlement communities in the state of Texas who have existing COVID-19 rental assistance programs and have indicated an interest to participate in the Texas Emergency Rental Assistance Program (TERAP).

 

TERAP provides rental assistance to income-eligible households impacted by COVID-19 to help them stay housed during the pandemic. The program can pay up to six months of an eligible household’s rent, including rental arrears, with at least one of those months covering a month of future rent. As a set-aside within the program, 10% of funds are specifically earmarked to provide the Texas Eviction Diversion Program (TEDP) which provides rental assistance to tenants who have been sued for eviction, providing the landlord and tenant an alternative to eviction.

 

The City of League City will receive a maximum grant allocation of $150,000 that can be used specifically for rent and utility assistance programs. This money is designated to cities that have a program set up to provide rent and utility assistance. Since the City has a program set up with Interfaith Caring Ministries (ICM), these funds can be allocated through the City to ICM. No amendments to our CDBG plans are required because we are acting as a subrecipient for the State of Texas’s allocation of CDBG money.
