Consider and take action on a resolution authorizing staff to reject all received bids for Invitation to Bid (ITB) 21-013 for the (WT1707) Westside Well and Booster Pump Station - Calder Road Project (Director of Budget & Project Management)

Background:
Approval of this resolution will authorize staff to reject all bids for ITB 21-013 for the award of a construction contract for the Westside Well and Booster Pump Station - Calder Road Project (WT1707).

On December 8, 2020, three (3) sealed bids were received for ITB 21-013. The consultant, Dannenbaum Engineering, as well as the Project Management and Purchasing Departments, conducted a thorough review of the bid submissions. As a result of this review, staff recommends rejecting all bids submitted and reissuing the solicitation to ensure best value for this project.

Review of the bid submissions created the following concerns:

· Bid submissions from W.W. Payton Corporation and Wharton-Smith, Inc both use a well driller who while qualified to perform the work, is not included on the pre-qualified list in the bid documents, making their submissions non-responsive.
· The third submission from Principal Plant Services came in over budget.

The purpose of this project is to provide additional water supply to the City's water distribution system and a redundant water source to the Bay Colony and the south-central areas of the City. The site for this station is a 2.118-acre tract of land, located on Calder Road, at the southernmost point of Bay Colony/League City. The site has direct access to the 39-inch GCWA Water Transmission Line and the City's 24-inch Water Distribution Main. Bay Colony's only source of water supply is from the City's Calder Road Booster Station. Currently, there is no redundant water supply. The addition of the water well at the southern end of Bay Colony/League City will enhance the availability of water supply during peak demand periods.
