Consider and take action on a resolution ratifying the submission of a grant application to the FY2021 Houston Urban Area Security Initiative (UASI) for the purchase of new software and equipment necessary for the Gulf Coast Regional Information and Dispatch (GRID) upgrade and authorizing Assistant City Manager Mike Kramm to accept such grant if awarded (Chief of Police)

Background:

Approval of this item would allow for an application be submitted by the Fire Marshal’s Office in conjunction with Information Technology and the Police Department to the FY2021 Houston Urban Area Security Initiative. Currently the GRID is looking to upgrade the current system to a more technologically advanced system that would provide more capabilities to all of Public Safety. League City is the hub for the GRID consortium, which includes 16 Public Safety Answering Points (dispatch centers), 20 law enforcement agencies, 21 fire departments and 21 EMS agencies across the region.

If fully funded, this project would cover the costs associated with changing to a new system that would expand upon our current capabilities and provide a more robust and technologically advanced system for all the participating agencies.

The current system that is being utilized is outdated and has not kept pace with technology advancements, since installed in 2006. As a result of this, the current software is significantly limited in its abilities by: the lack of adaptability, the outdated source language creates security vulnerabilities, the current software does not allow for granular response plans, resources management to include deploying resources is not possible without overlap, and data mining and sharing is not dynamic within the current software.

Currently, within the GRID, the system is maintained through a weighted cost sharing system. It is the intent that this weighted cost sharing system would continue to be the mechanism for sustainment and maintenance of this project....
