Title

Consider and take action on a resolution authorizing the submittal of a grant application to the Texas Parks and Wildlife Department for a recreational trails grant for the Gilmore Elementary/Claremont Connector Trail Project (PK2101) by February 1, 2021 (Director of Budget & Project Management)

Background:

Approval of this resolution will authorize an application to TPWD for a Texas Recreational Trails Grant to supplement City of League City (COLC) FY2021 CIP funding for a trail extension from the Claremont Connector Trail that includes a pedestrian bridge across a drainage/detention facility to Gilmore Elementary School. This trail extension is part of the League City Trail System.

The trail and bridge were originally included in a Safe Routes To Schools (SRTS) grant application to TxDOT in 2019.  That grant was not approved.  This project addresses the Gilmore Elementary School connection that is an important link in the City of League City Trails System, providing a safe, direct route to school for school children in the neighborhoods north of Gilmore Elementary School.

The maximum grant available from TPWD is $200,000, which is 80% of the grant total.  If awarded, the city’s match would be 20% of the maximum grant total or $50,000.  The match will come from 4B funds.

The project construction is budgeted at $673,665.  Additional funds beyond the required match ($423,665) will be funded by 4B and applied in the grant application as overmatch, which will benefit the points in the grant application scoring.
