Consider and take action on an ordinance authorizing a boundary adjustment agreement with the City of Webster so that 49.14 acres of land, which is located in Webster, Texas and has a width of less than 1,000 feet, will be located in the city limits of League City and so that 11.54 acres of land, which is located in League City, Texas and has a width of less than 1,000 feet, will be located in the city limits of Webster (Executive Director of Development)

Background:
The Landing Boulevard Extension Project will extend both Landing Boulevard and NASA 1 to intersect at a roundabout as a four-lane facility. The roadway would be divided by a raised median varying from 4-16 feet in width. The proposed design includes two 12-foot travel lanes in each direction, a 5-foot sidewalk constructed on one side of the roadway, and a 10-foot shared-use path on the other side. In addition, a 2,800-foot long bridge over Clear Creek and Newport Ditch (a tributary of Clear Creek), and a 100-foot long bridge over a narrow drainage channel are proposed.

Webster has offered to release a 49.14 acre tract of land to League City so that Landing Boulevard is within the city limits of League City. In exchange, Webster has requested that League City release a 11.54 acre of land to Webster. Both tracts of land are less than 1,000 feet in width.

The Texas Local Government Code, Chapter 43.015, authorizes adjacent municipalities to make mutually agreeable changes in their boundaries for areas that are less than 1,000 feet in width. The purpose of these changes in boundaries is to promote orderly development, public safety, and effective delivery of municipal services.

This Webster boundary adjustment agreement goes with the Webster funding agreement, which is also on this agenda. The Webster funding agreement will be executed prior to the Webster boundary adjustment agreement.
