Title
Consider and take action on a resolution authorizing an interlocal agreement with the City of Webster regarding the funding and project management of the North Landing Extension Project (Executive Director of Development)

Background:
If approved, this item will authorize an interlocal agreement with the City of Webster regarding the funding and project management of the North Landing Extension Project. The Landing Boulevard Extension Project will extend both Landing Boulevard and NASA 1 to intersect at a roundabout as a four-lane facility. The roadway would be divided by a raised median varying from 4-16 feet in width. The proposed design includes two 12-foot travel lanes in each direction, a 5-foot sidewalk constructed on one side of the roadway, and a 10-foot shared-use path on the other side. In addition, a 2,800-foot long bridge over Clear Creek and Newport Ditch (a tributary of Clear Creek), and a 100-foot long bridge over a narrow drainage channel are proposed.

Council approved an updated Advanced Funding Agreement (AFA) with TxDOT in December 2019 as H-GAC selected the North Extension of Landing Blvd Project to receive federal funding through the 2017-2020 Transportation Improvement Program. The Advance Funding Agreement (AFA) confirms the City-State partnership and funding partners’ respective contributions.

The current agenda item authorizes an interlocal agreement between League City and the City of Webster. The interlocal agreement outlines the portion of the roadway that is in the City of Webster along with items Webster has requested to be included in the design and construction of the project, including water and sanitary sewer lines. The City of Webster portion is estimated at $5.45 million at the time of the agreement. Actual construction costs will be billed to the City of Webster for reimbursement as detailed in the interlocal agreement.
