Brady, LTD for the Southeast Area Service Trunks Section 5 Project (WT1105) in an amount of $3,785,056.60, and authorizing a work change directive budget of $378,506, and 2) authorizing a construction materials testing contract with Alpha Testing, Inc. in an amount not to exceed $25,579 for a total construction budget of $4,189,141.60 (Executive Director of Finance and Project Management)

Background:
Approval of this resolution will 1) authorize the award of a construction contract with E.P. Brady, LTD for construction associated with the Southeast Area Service Trunks Section 5 Project (WT1105) and 2) authorize the award of the materials testing services contract with Alpha Testing, Inc.

This project consists of installing 24-inch waterline along FM646 from FM270 to South Shore Boulevard. Approximately 13,230 linear feet of 24-inch waterline as well as valves, fittings, restraints, erosion control (SWPPP), traffic control and all required appurtenances, including connections to the existing water mains along Tuscan Lakes Boulevard and South Shore Boulevard will be included in this project. Construction of the proposed 24-inch waterline will consist of both open cut and trenchless methods.

The project advertised for bid on June 01, 2021 for thirty-seven (37) days. Nine (9) sealed bids for the project were received July 08, 2021 (Bid No. 21-CIP-034). E.P. Brady, LTD submitted the lowest, responsible bid in the amount of $3,785,056.60, and 150 days from notice to proceed to substantial completion. Attached is the City's engineering consultant's recommendation of award, along with the bid tabulation.

Construction of the 24-inch waterline was budgeted at $2,868,395 in the FY2020-2024 CIP. Engineer consultant’s cost of construction was estimated at $3,766,810.45
