Consider and take action on a resolution requesting that the Texas Transportation Commission take action to include the North Houston Highway Improvement Project in the 2022 Unified Transportation Program (City Manager)
Background:
Currently, TxDOT is going through the process of updating its Unified Transportation Program (UTP). The UTP is a 10 year program that guides the development of transportation projects around Texas. The UTP determines how much transportation funding the state will have over the next decade and how the state expects to distribute that funding.
TxDOT is soliciting public comments on changes to the 2022 UTP that would negatively impact the North Houston Highway Improvement Project (NHHIP), also known as IH45. Specifically, TxDOT is asking whether the funding for the NHHIP should be removed. The public comment period for the 2022 UTP will close on August 9, 2021.
The NHHIP is a potentially transformative project that can provide more options for both people and freight and provide flexibility for the future. For many years, TxDOT has been working with its partners to develop a project with significant, lasting benefits to the Houston area. With the NHHIP, TxDOT would have the ability to advance many of its stated goals and bring about significant improvements to I-45 in its present configuration, while improving the quality of life of those who live and work along the I-45 corridor.
