Consider and take action on a resolution authorizing a professional services agreement with Terracon Consultants, Inc. for materials testing for the 36-Inch Transmission Main from State Highway 3 Booster Pump Station to South Shore Harbour Booster Pump Station Project (WT1109) in an estimated amount not to exceed $53,205 (Executive Director of Finance & Project Management)

Background:
Approval of this resolution will authorize the award of a professional services agreement for materials testing to Terracon Consultants, Inc. for the 36-Inch Transmission Main from State Highway 3 Booster Pump Station to South Shore Harbour Booster Pump Station Project Materials Testing Services (WT1109). Materials testing services are required for the project and are contracted directly from the City to Terracon and are separate from the construction contract.

The construction contract was awarded to Reytec Construction Resources, Inc. at the June 22, 2021 Council meeting in the amount of $20,176,170.

This project will provide an alternative connection from the City’s surface water contractual take-point at SH3 booster pump station to the South Shore Harbour booster pump station that serves the eastside service area, and provide a third crossing of Clear Creek, further improving system supply redundancy. The materials testing includes sampling of utility backfill and treated materials to perform Atterberg limits, moisture density tests, 200 sieve analysis, and percent compaction of materials. Also, sampling fresh concrete and perform required tests, including slump, air content, concrete temperature, and compressive tests of concrete cylinders cast in the field.

Terracon has provided professional materials testing services similar to this one and is currently working on projects with the City. Attached is Terracon’s detailed proposal.
