Consider and take action on a resolution authorizing a Work Change Directive No. 1 with Conrad Construction Co., LTD for the Bay Ridge Subdivision Flood Reduction-Phase 3 project (DR1901), in an amount not to exceed $150,303.22 (Executive Director of Capital Projects)

Background:
Bay Ridge Subdivision was developed over thirty (30) years ago; therefore, there have been multiple unforeseen site conditions due to the limitations of Record Drawings (As-Built). Existing locations and depth of the waterlines, storm inlets, and other utility lines were not identified correctly on the Record Drawings. There are locations where inlets had to be relocated and/or substituted for shallower, but effective inlet types. In addition, there were several waterline offsets that had to be relocated further from where they were to be originally relocated due to underground utilities that were not depicted on the Record Drawings. As field conditions were observed, City staff, consultant, and contractor worked together to assess the situation and determined the best and most cost-effective solutions to help move reconstruction forward. All field changes were documented through RFIs and unit price negotiations.

Approval of this work change directive will authorize payment to Conrad Construction Co., LTD for the modifications to contract quantities and items necessary to complete the Bay Ridge Subdivision Flood Reduction - Phase 3 project (DR1901). This will be paid from the construction contingency budget that was originally approved by Council in October 2020, in the amount of $437,955, for a total construction budget of $4,817,500.

This project will help with street ponding and reduce the flooding potential during large rainfall events. Construction of extreme overflow swales at Seacrest Blvd, Anchor Way, Windward Drive, and Baycrest Drive will allow for the better conveyance of stormwater into the detention pond.
