Consider and take action on a resolution authorizing a construction contract with Prime Controls, L.P. for work related to the Dallas Salmon Wastewater Treatment Plant SCADA Upgrade Project (WW2102) in an amount not to exceed $1,410,549.80 and authorizing $70,528 for a work change directive budget for a total construction budget of $1,481,077.80 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of a construction contract with Prime Controls, L.P. for work related to the Dallas Salmon Wastewater Treatment Plant SCADA Upgrade Project (WW2102).

The project includes furnishing, installing, and providing all labor and materials required to remove and replace the existing SCADA PLCs and vendor provided PLCs for Aeration Blowers, Filters, UVs, and the Belt Press control panels with new PLCs.

The project first advertised for bid April 12, 2022, and two (2) sealed bids were received on May 12, 2022 (Bid No.22-CIP-033). Prime Controls is the apparent low bidder. Prime Controls, L.P. submitted a responsible and responsive bid in the amount of $1,410,549.80, and 335 calendar days from notice to proceed to substantial completion. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation. This proposed contract has a built-in contingency. Therefore, the work change directive budget was reduced from 10% to 5% (or $70,528).

Construction was budgeted at $1,600,000 in the FY2022-2026 CIP. The Engineering consultant’s opinion of probable construction cost is $1,360,110.40.

FUNDING
