Consider and take action on a resolution authorizing a construction contract with Sterling Site Services, LLC for the Oaks of Clear Creek Drainage Improvements - Phase 2 Detention Project (DR2201), in the amount not to exceed $912,096.50, authorizing $90,000 for a work change directive budget, and authorizing a construction materials testing services contract with Terracon Consultants, Inc, in the amount not to exceed $20,479, for a total construction budget of $1,022,575.50 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of a construction contract to Sterling Site Services, LLC and a professional services agreement with Terracon Consultants, Inc. for the Oaks of Clear Creek Drainage Improvements - Phase 2 Detention Project (DR2201).

The Oaks of Clear Creek Drainage Improvements - Phase 2 Detention project has been broken into two sections. The first detention pond, addressed with this agenda item, is located on the southeastern portion of the neighborhood and is being designed to work in conjunction with the improvements to Bradshaw Ditch. The remaining portion of the project is for a northern detention pond that has verbal approval for CDBG-DR funding. Design for the northern pond will occur once written approval of the grant is received and will follow the grant guidelines for procurement.

The project advertised on May 10, 2022; and seven (7) sealed bid were received on June 8, 2022. Sterling Site Services, LLC bid is based on 90 calendar days from notice to proceed to substantial completion, with another 30 days to final completion. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.

As it stands today with four of the projects currently in construction, the Prop A (Drainage) GO Bond Program is projected to be within the $73 million authorized authority based on current estimated construction budgets after scope modifications discussed...
