Consider and take action on a resolution authorizing a change order to the construction contract of King Solutions related to the Annual Sanitary Sewer Rehab project (WW1801E) in an amount not to exceed $99,356.40 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize funding for a change order to the construction contract of King Solutions related to the Annual Sanitary Sewer Rehab Project (WW1801E).
This project is part of a systematic evaluation and rehab of sanitary sewer lines throughout the City. The scope of this project consists of providing engineering design and construction administration services associated with the rehabilitation of approximately 14,500 linear feet of 6-inch thru 18-inch sanitary sewers in Ellis Landing and Newport Subdivisions. Rehabilitation of sanitary sewer lines in lift station basins LC-09, LC-19, and LC-22 and manholes identified in the 2017 Wastewater System Evaluation Report performed by the City that need rehabilitation are also included in the project scope. Repairs to two manholes with infiltration along Butler Rd are also included.
Currently, $63,103.60 remains unused on the active contract. Additional scope is being requested as below:
1. $33,030 for repair of 60” storm water pipe failure at 2704 W Nasa Road
2. $20,500 to repair 150 linear ft of 8” PVC sanitary line and abandon two sanitary manholes.
3. $108,930.00 to remove and replace 50 linear ft of 48” storm pipe as well as 50 linear ft of 36” storm pipe (upgrade to 48”), removal and replacement of 1 manhole, installation of 5ft diameter precast storm box & inlet, and slope paving/grading around manholes.
The first two items can be executed with the unused funds in the original contract, with $9,573.60 remaining. Additional funds requested to cover the total cost of all three items is $99,356.40 which is available from the construction’s contingency.
Project Details:
W. Nasa Rd 1 Emergency Storm Sewer Repair $33,030:
A resident at 2704 W. Nasa Rd 1 reported the failure of a City storm water outfall that is located in the back yard of the property. The 60-inch Corrugated Metal Pipe (CMP) is in a City drainage easement between a manhole structure and the canal bulkhead. The failed pipe created a washout that is jeopardizing a containment wall and the bulkhead structure. Prompt repair efforts will lessen the risk of further pipe failure and costly property damage. ARKK Engineering assisted in identifying the repair method and proper pipe application. The project scope includes slip lining existing 60 inch CMP with 54 inch Hobas, grouting of annular space, and applicable site restoration. The slip line must be inserted from the boat canal itself and lowest possible tidal conditions.
League Street Sanitary Sewer Rehab $20,500:
City CCTV inspection recently identified an 8-inch concrete sewer main on League St that serves multiple businesses along SH 3. The sewer pipe has surpassed its expected service life and was in a critical state of failure. Rehabbing the main was problematic due to its’ existing alignment into the center of State Hwy 3. ARKK Engineering, the City’s current Sewer rehabilitation consultant, assisted City Staff in finding an alternative solution to reduce the overall replacement length, allowing open cut construction along League St. at a considerable savings. The project scope includes the abandonment of the 8-inch concrete main within the TxDOT ROW and rerouting 150 ln ft of new 8-inch PVC main to an existing manhole on the near-by 30 inch sanitary trunk line.
Genco Canal Outfall Repairs $108,930:
The two subject repairs are located along Genco Canal west of the South Shore Blvd Bridge. Outfall structure number one was damaged prior to Hurricane Harvey and received extensive damage from the event. Outfall structure number two was severely damaged during Harvey as well. These structures serve stormwater flows from Fairway Point along with providing area inlets for an interceptor swale that collects sheet flow from the Golf course. Structure repairs were delayed while funding was pursued through FEMA grants, which never came to fruition. Over time the areas associated with the outfall failures have progressed to where they are now a safety concern due to advanced erosion and damages. $150,000 was approved in the FY 22 Capital Improvement Project No. RE 1803 to address similar repairs.
