Consider and take action on a resolution rejecting the only bid received from PM Construction & Rehab, LLC for construction work related to the 15” Willow Branch and 18” FM 518 Gravity Line Improvements (WW2101) with bid amount of $2,069,618 (Executive Director of Capital Projects)

Background:
Approval of this resolution will reject the only bid received for a construction contract with PM Construction & Rehab, LLC for the construction work related to the 15” Willow Branch and 18” FM 518 Gravity Line Improvements (WW2101) for an overbudget bid of $2,069,618.

This project was identified in the 2018 WW Master Plan and includes the replacement of 2,300 LF of 18” and 1,600 LF of 15” gravity sewer at an approximate depth of 8-16 feet. The base bid included pipe bursting the existing 18 -inch diameter sanitary sewer to install 24-inch HDPE sanitary sewer. Bid Alternate #1 was to remove and replace the 18-inch sanitary sewer with 21-inch sewer line by open cut method in-lieu of Bid Item 34 that called for pipe bursting this segment. Bid Alternate #2 calls for restoration of property sanitary sewer clean-outs.

One (1) sealed bid for the project was received on August 11, 2022 (Bid No. 22-046). PM Construction & Rehab, LLC submitted a base bid in the amount of $2,254,218, Bid Alternate #1 in the amount of ($243,600), and Bid Alternate #2 in the amount of $59,000. The City elected to include Bid Alternate #1 and Bid Alternate #2 for an anticipated construction amount of $2,069,618.

Bidder submitted a contract time of 210 calendar days from the Notice to Proceed to reach substantial completion.

The engineering consultant’s Bid Tabulation and Contract Award Recommendation is attached.

In the FY2022-FY2026 CIP construction of the sanitary lines was budgeted at $1,209,800 for the project with the Engineer’s Opinion of Probable Construction Cost at $1,177,220.
