Title

Consider and take action on a resolution authorizing a Construction Contract with Traffic Systems Construction for the construction of the State Highway 96 at State Highway 3 Intersection Improvements Project (ST2001) in an amount not to exceed $1,617,008 and authorizing a work change directive budget of $161,700 and a materials testing budget of $15,000 for a total budget of $1,793,708 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize funding for the Construction Contract with Traffic Systems Construction for the construction of the State Highway 96 at State Highway 3 Intersection Improvements Project (ST2001).  Funding for the design and construction of this project will be provided through an interlocal agreement with Galveston County, which will also cover construction of Dickinson Ave, improvements to the SH96/Walker St intersection and a new right turn lane at I45 along SH96.

 

The scope of this project is to improve traffic movement through the intersection by creating:

                     an Eastbound to Northbound left turn lane with 200 ft of storage. (Galveston County bond)

                     a Westbound to Southbound left turn lane with 200 ft of storage. (Galveston County bond)

                     an Eastbound to Southbound right turn lane with 200 ft of storage.

                     a Westbound to Northbound right turn lane with 200 ft of storage.

                     a Northbound to Eastbound right turn lane with 200 ft of storage.

                     a Southbound to Westbound right turn lane with 200 ft of storage.

 

Additional scope includes 10’ wide sidewalk to comply with our trails master plan and relocations for traffic signals.

 

Bids were received for this project on September 14th and 5 bids were received ranging from $1.61M to $2.08M with schedules ranging from 180 to 270 calendar days. Traffic Systems Construction is the low bidder based on A+B bidding (price & schedule) and they are actively working on project TR2001 - League City Parkway Intersection Improvements with positive results.

CONTRACT ORIGINATION: Construction Contract with Traffic Systems Construction has been reviewed and approved by City Attorney's office

               

               

FUNDING

{X} Funding in the amount of $1,778,708 is available from Galveston County’s 2017 Bond Issue ($626,725) with expenses charged to project expense string ST2001-CONSTRUCT-CONSTRUCT-GALV CO and PROP B GO Bonds ($1,151,983) with expenses charged to project expense string ST2001-CONSTRUCT-CONSTRUCT- 20PROPB. The materials testing of $15,000 falls within the County’s budget as a reimbursable with expenses charged to project expense string ST2001-CONSTRUCT-CONSTRUCT-GALV CO.

 

The County’s budget for this project was $815,000

Reimbursable Construction $626,725

 

Programmed in the FY2022 CIP the City’s portion of $525,000 came from 2020 PROP B GO Bonds.

The overage of $626,983 is available from the savings of Grissom Road RE1702G from the same PROP issuance.

 

Reimbursements for this project will fall within the guidelines provided in the agreement with the County.
