Consider and take action on a resolution authorizing a professional services agreement with HR Green, Inc. for design, bidding, and construction phase services related to the Asphalt Streets Rehabilitation Project Package 7 (RE1704H) in an amount not to exceed $215,943 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize the award of a professional services agreement with HR Green, Inc. to perform the design, bidding, and construction phase services related to Asphalt Streets Rehabilitation Project Package 7 (RE1704H).

 

The purpose of this project is to perform road base repairs, asphalt resurfacing, and full depth reconstruction as part of an annual infrastructure reinvestment program. Package 7 consists of Lakeside Drive (Mockingbird Street to West Drive), West Drive (Bluebonnet Street to North ER bend), Valmar Street (Bluebonnet Street to Lakeside Drive), Oak Road (dead end to dead end), Mockingbird Street (dead end to dead end), Bluebonnet Street (dead end to dead end), and N. Illinois Avenue (Satsuma to FM518) from previous Package 6.

 

In an effort to continue maximizing the Reinvestment dollars invested each year, staff is proposing to design approximately 7,312 linear feet of Asphalt Mill and Overlay and Full Depth Replacement and incorporating 1,741 linear feet of Full Depth Reconstruction of N. Illinois Avenue designed in Package 6 totaling 9,053 linear feet. The construction bid will include all alternatives so the maximum portions of street can be awarded for rehab based on available Reinvestment cash at time of award. Preliminary construction cost for Package 7 is $2,343,821.

 

HR Green, Inc. has submitted a proposal to perform the design and construction phase services not to exceed $215,943, which includes the following:

Design is proposed at 155 days.  Package 7 is programmed for construction in the FY2024 CIP and is budgeted at $2.1 million. The construction bid will include all alternatives so the maximum portions of street can be awarded for rehabilitation based on available Reinvestment cash at time of award.
