Consider and take action on a resolution authorizing a purchase of ventilation management equipment from Zoll Medical Corporation for a total amount not to exceed $65,548.90 for FY 2024 (Fire Chief)

Background:

Approval of this resolution will authorize the Fire Department to purchase five (5) Z Vent® portable ventilators in an amount not to exceed $65,548.90 using budgeted funds. One quote was obtained directly from Zoll Medical Corporation for the purchase of these items as Zoll Medical is a sole source vendor. The supporting documentation as a sole source vendor is attached. Zoll Medical does participate in Buy-Board, however, we obtained better pricing without using cooperative purchasing.

For FY 2024, League City Fire Department - EMS division was approved to purchase ventilation management equipment. EMS currently utilizes a manual AutoVent 3000 device that were purchased as refurbished units in 2010, and currently spend $3,800.00 in annual maintenance/repair costs. Two of the six ventilators have been out of service due to inability to be repaired. Allied Health, who manufactures our current ventilators went out of business 02/2023, with parts and support no longer being supported. The AutoVent 3000 is also not approved for pediatric use.

The standard of pre-hospital care and best practices in emergency medicine includes an electronically controlled pneumatic device that prevents inappropriate lung inflation settings, thereby reducing risk of lung injury, and can be adaptable to all patient types from infant through adult. These devices improve oxygenation and ventilation in the treatment of acute respiratory illnesses or difficulty breathing and provides life-sustaining airway management in patients that can no longer breathe on their own.

Ventilators will be placed on all five front-line ambulances.
