Title
Consider and take action on a resolution authorizing a professional services agreement with Kimley-Horn for design and construction phase services related to the 5K Loop Parking Access (PK2402) in an amount not to exceed $157,400 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of a professional service agreement to Kimley-Horn to perform the design and construction phase services related to the 5K Loop Parking Access (PK2402)

The purpose of this project is to design an alternate access to the 5K Trail Loop and Dog Park from FM 270. The project includes a concrete access drive with a 20-stall parking lot, pedestrian crossing, ingress / egress gate, underground storm, landscape and irrigation. A detention pond or feature will be located along the City’s “Un-Open ROW” or the additional detention will be directed towards the existing drainage channel to the north if capacity allows. Coordination with TXDOT Agency and CenterPoint Energy will be required.

Kimley-Horn has submitted a proposal to perform Design, Bid & Award and Construction Phase services for a budget not to exceed $157,400, which includes the following:

1. Preliminary Design $ 11,000
2. Construction Documents $ 53,000
3. Bidding Phase Services $ 8,000
4. Construction Phase Services $ 19.000
5. Topographic Survey $ 21,000
6. Geotechnical investigation $ 6,000
7. TxDOT Coordination/Pemit $ 8,000
8. CenterPoint Coordination/Permit $ 8,000
9. Private Utility Locator Fee $ 1,800
10. Optional Service Fee $ 21,400
Total Fee: $157,400


Design phase is proposed be completed within 205 days, excluding City review periods, followed by bid and construction phases.

The amount budgeted in the FY2024-2028 Adopted CIP for design phase services was $150,000. Attachments:
