Title
Consider and take action to award the construction contract for the Emergency Generators at 12 Lift Stations project (City of League City Bid No. 10-0020) and provide funding (Director of Planning and Research)

Staff recommends award of construction project to McDonald Electric for the bid amount.

Background:

Bids for the construction contract for the Emergency Generators at 12 Lift Stations project were publicly opened and read aloud on September 2, 2010. Four (4) bids were received, the lowest qualified bidder being McDonald Electric in the amount of $1,073,519.00. A copy of design engineer PBK’s letter of recommendation to award and bid tabulation are attached, as is a location exhibit of the 12 lift stations.

A copy of the Texas Department of Rural Affair’s (TDRA’s) November, 2009 award letter to the City of $3.1 million in Community Development Block Grant Disaster Recovery funds, along with TDRA Contract No. DRS010096, are attached. PBK’s project design costs and Riveron Law Firm grant management costs are also covered in this grant. Support documentation for the grant’s history in the form of approved Council agenda sheets (15D on 05/26/2009; 15E on June 23, 2009; 10G on July 2, 2010, with Res. 2010-22) are also attached. Payment to the City from TDRA will be made per “SECTION 5. METHOD OF PAYMENT” of the TDRA Contract. The City’s Resolution 2010-22 authorized the City Manager, the Assistant City Manager-Management Services, and the City Controller to sign on behalf of the City for this Contract.

Though the grant is noted as a reimbursable grant, Grant Administrator Riveron Law Firm confirmed that the City can draw down the grant funds and be able to pay the contractor within 30 days, therefore the City will not have to upfront the funds.
