Background:
Approval of this item will set a 35-mph speed limit on Calder Drive from the intersection of Ervin Street to the intersection of Cross Colony Drive. A speed zone study was performed to evaluate the existing speed limit on Calder Drive between Ervin Street and Cross Colony Drive and to determine the appropriate speed limit.
Exhibit A shows an aerial view of the study area. Data collection for the speed zone study included site investigation, traffic volume data, spot speed data (provided in Exhibit B) and crash data (provided in Exhibit C) on Calder Drive between Ervin Street and Cross Colony Drive.
The existing speed limit on Calder Drive between Ervin Street and Cross Colony Drive is 30 miles per hour (mph). The American Association of State Highway and Transportation Officials (AASHTO) recommends using the 85th percentile speed as a starting point for setting speed limits. The 85th percentile speed on the study stretch was estimated to be 46 mph based on the spot speed data collected. Based on the data provided in this speed study, it appears the current speed limit of 30 mph is artificially low and since the posted speed limit is lower than the 85th percentile speed, it is recommended to increase the existing speed limit to reduce the dispersion of driver speeds on the study stretch.
Calder Drive has been designated as a Collector Road within the City's Master Mobility Plan. In Chapter 110, Section 166 of the City's Code of Ordinances, speed limits for collector roadways are to be set at 35 mph.
