Consider and take action on a resolution authorizing a construction contract with McKinney Construction, Inc. for construction work related to the 2023 Waterline Replacement Project (WT1904F), in an amount not to exceed $2,653,535 and authorizing $265,353 for a construction Work Change Directive budget for a total construction budget of $2,918,888. (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of a construction contract to McKinney Construction, Inc. in an amount not to exceed $2,653,535 for construction of the 2023 Waterline Replacement Project (WT1904F). This project is part of the Annual Waterline Upgrades and Replacement project which consists of replacing aging waterlines and upsizing waterlines to meet demand.

The scope consists of replacing approximately 23,000 linear feet of 6 and 8 - inch diameter waterlines by open-cut and trenchless construction methods in Pecan Forest, Highland Terrace, Clear Creek Heights subdivisions with Alternate 1 add-ons of water lines on Bern, Boden, and Abilene Streets. City staff recommends the inclusion of Alternate 1 add-ons. The project scope also includes replacement of branching lines, fire hydrants, valves, water service lines, SWPPP implementation, and complete site restoration. Per design plans, the proposed water line is anticipated to be installed within the general alignment of the existing water line.

Eleven (11) bids were received on December 13, 2023 (ITB # 24-003). Based on City’s A+B bidding method, which factors cost plus time to determine the lowest best value bid, McKinney Construction, Inc. was the low bidder providing a bid of $2,653,535 and a schedule of 300 calendar days to reach final completion which includes 30 days on the front end for the critical utility locates.

As outlined in the FY2024-2028 CIP, the programmed budget for this project is $3.2 million.
