Consider and take action on a resolution authorizing a construction contract with Castle Energy Group LLC for the installation of the soundwall related to the Animal Care and Adoption Center - Phase 2 Soundwall Project (PD 2301) with a base bid amount of $274,850, and an amount not to exceed $27,485 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in the amount not to exceed $9,620 for a total construction budget not to exceed $311,955.00. Approval of this resolution will authorize award of a construction contract to Castle Energy Group LLC. to install the sound walls for the Animal Care and Adoption Center - Phase 2 Soundwall Project (PD 2301) with a base bid amount of $274,850, and an amount not to exceed $27,485 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in the amount not to exceed $9,620 for a total construction budget not to exceed $311,955.00.
Since the opening of the 13,000 SF Animal Care and Adoption Center in 2019, there have been multiple reported complaints by nearby residents regarding the loud and excessive barking noise throughout the day when dogs have access to outdoor kennels and exercise areas. The facility is located between two residential communities to the east and west and the City Public Safety building to the north. The loudest generated barking noise occurs when dogs are walked outside to the playgrounds in staggered shifts during the day. To study the level of noise and evaluate noise abatement options, the City undertook a Noise Study performed by a consultant in summer 2022. Sound level measurements were taken at the perimeter of the facility at seven locations.
