Consider and take action on a resolution authorizing a professional services agreement with DE Corporation A Part of Gannett Fleming for the design, bid and award, and construction phase services related to the Re-route 18-inch Bay Colony MUD 14-15 Force Main to SWWRF Project (WW2301), in an amount not to exceed $295,060 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize a professional services agreement with DE Corporation A Part of Gannett Fleming for the design, bid and award, and construction phase services related to the re-routing of 18-inch Bay Colony MUD 14-15 Force Main from Calder Road to a gravity trunk sewer at end of Grand Bargain’s sanitary sewer system to convey flow to Southwest Water Reclamation Facility (SWWRF) (WW2301).

Currently, the 18-inch force main extends from Bay Colony MUD 14-15 lift station to 36” gravity sewer line near Ervin Road which then flows north to the Dallas Salmon Wastewater Treatment Plant. Based on the adopted wastewater Master Plan, this flow was to be diverted to the SWWRF once the Grand Bargain’s trunk sewer system is in place. This diversion will include approximately 9,000 feet of new 18-inch force main, control valves and some length of large gravity sewer line. Project will also need to include pumps and controls upgrades at the Bay Colony MUD 14-15 lift station to convey the flow to new location.

Final design phase is proposed to be complete in 240 days. The estimated construction cost is $3,000,000 and will be reprogrammed in the FY2025 for construction. The original estimated cost estimate was $1,370,200, but due to material shortage and demand, the cost of materials has increased.

Consultant has submitted a proposal to perform Design, Bid & Award and Construction Phase services for a budget not to exceed $295,060, which includes is the following major services categories and fees:
