Hold a Public Hearing and take action on a resolution authorizing an amendment to the General Land Office Contract 20-065-141-C780 for the purpose of decreasing the scope by removing the proposed The Landing, Newport and Ellis Landing, and Brittany Bay Subdivision Drainage Improvements from the North League City Drainage Improvement Project (Executive Director of Capital Projects)

Background:
A Public Hearing is required to consider a scope change to a project known as North League City Drainage Improvement Projects for the purpose of decreasing the scope by removing the proposed The Landing, Newport and Ellis Landing, and Brittany Bay Subdivision Drainage Improvements from the project per the City’s adopted Citizen Participation Plan.
These projects were included as part of a list of potential drainage projects outlined on the City’s May 2019 General Obligation Bond Referendum based on a high-level study of drainage issues encountered in several of our neighborhoods after Hurricane Harvey. All three were awarded CDBG-DR funding through GLO while the Brittany Bay Subdivision Improvements Project was also awarded a HMGP grant through FEMA. Council awarded a single design contract in April 2021 due to similarity of work in these subdivisions from site to site as well as subdivision to subdivision. RPS Infrastructure, Inc. was selected to design the overflow swale drainage improvements at Brittany Bay, Newport & Ellis Landing, and The Landing by utilizing existing storm sewer outfall easements to provide surface flood relief for adjacent streets to drain into nearby creeks. These easements are typically 10’ wide and fully encumbered with fences, gates, walkways, trees, AC units, etc. A typical swale would require relocation or removal of these items and would alter access to backyards. Design of the individual projects were completed between December 2021 and May 2022.
