Title
Consider and take action on an ordinance amending Chapter 22 of the Code of Ordinances of the City of League City entitled, “Buildings and Building Regulations” regarding construction standards for development of structures within the City (Chief Building Official)

Background:
Approval of this item will amend Chapter 22 of the Code of Ordinances of the City of League City. This chapter contains the requirements for contractors and homeowners in regard to building permits and applicable inspections.

This ordinance was last updated in 2022 (Ordinance 2022-06). The amendment provides a number of changes in addition to the following major changes below:
· Sec. 22-13: Changes accessory structure and equipment pad elevation and setback requirements
· Sec. 22-16:
o Correction on attic ladder installation requirements
o Clarification on gutters and area drain requirements to match the City’s current Area Drain SOP
· Sec. 22-18 Residential Pools:
o Correction on where area drains should terminate to match the City’s current Area Drain SOP
o Change accessibility clearance requirements to pool entry and exits
o Changing point of reference for measurements in laying out swimming pools
· Sec. 22-33:
o Remove permanent roof access required by ordinance. Requirements are outlined in ICC code books.
· Removal of Sec. 22-37 and Sec. 22-38 as these requirements are covered under Chapter 46 “Fire Protection and Prevention”
· Sec. 22-60: NEC
o Proposed changes meet State law requirements including allowance of aluminum wiring under certain conditions
· Sec. 22-61: Proposed changes meet State law requirements allowing homeowners to perform electrical work within their own homestead
· Removal of Sec. 22-121 as permit requirements and exemptions are outlined in the adopted ICC code books
· Removal of Sec. 22-122 for redundancy as this requirement is outlined in Sec. 22-61
