Background:
Approval of this item will officially begin the annexation process for approximately 130.9043 acres located in League City’s Extraterritorial Jurisdiction (ETJ). Specifically, this resolution will:

· Formally accept the annexation petition submitted by property owner BC-SB Baybrook JV LLC

· Schedule a public hearing on May 13, 2025, to consider the proposed annexation

· Direct city staff to publish notice of the hearing in the newspaper and send required notifications to the local school district and other public entities

· Authorize a municipal services agreement with the property owners listed above

In Texas, cities can annex land in different ways. One method is through a "consent annexation," which occurs when the property owner in a proposed area request annexation. This process is governed by Subchapter C-3 of the Texas Local Government Code (Sections 43.0671 - 43.0673).

In this case, the sole property owner has formally requested that its land be annexed into the city.

Before a consent annexation can take place, the city must follow certain legal steps, including:

· Publishing notice of the annexation hearing in the local newspaper and the City’s website

· Notifying the local school district and other affected public entities

· Holding a public hearing where residents and stakeholders can express their views on the annexation
