Hold a public hearing on the adoption of the League City 2025 Westside Master Plan as an element of the Comprehensive Plan of the City of League City (Executive Director of Development Services)
Background:
The Westside Master Plan is a strategic document developed to guide the future growth and development of western League City, where nearly 40% of the City’s land remains undeveloped. As this area experiences rapid expansion, the plan provides a comprehensive vision to ensure new development is sustainable, high-quality, and aligned with community vision and goals. It emphasizes a balanced mix of land uses, including residential, commercial, and recreational areas, to diversify the City’s tax base and reduce long-term fiscal pressure.
A major focus of the plan is the coordination of infrastructure improvements, including roads, utilities, trails, and drainage systems, particularly in preparation for the future Grand Parkway expansion, which is expected to significantly enhance regional connectivity. Environmental resilience is a central component of the plan, with recommendations for a hybrid stormwater detention strategy and expanded green infrastructure to mitigate flood risks and support ecological health.
The plan was shaped through an inclusive public engagement process, with more than 1,800 survey responses and strong support for parks, open space, and walkable, mixed-use development. Based on this input, the plan advances a vision that integrates flood control features with public amenities and commercial activity to create a vibrant, livable environment.
Implementation strategies include short- and long-term actions such as updating zoning and ordinances, pursuing financial tools like TIRZs and 380 agreements, and developing branding and design standards for newly envisioned districts.
