The Planning and Zoning Commission recommended approval, 5-0-0 with three members absent on July 7, 2025.

City Council approved the first reading subject to amendments, 8-0-0 on August 12, 2025.

Background:
Approval of this item will amend the Unified Development Code to allow for temporary signs at special events.

Project Timeline:
June 18, 2025 - Notice of the public hearings was published in the paper.
July 7, 2025 - The Planning and Zoning Commission held a public hearing recommended approval, 5-0-0.
August 12, 2025 - City Council is scheduled to hold a public hearing and hear the item on first reading.
August 26, 2025 - Subject to approval on first reading, City Council is scheduled to hear the item on second reading.

Project Summary:
The proposed ordinance amendments will allow for wind flags, bandit signs, and banners during special events, with the following limitations:
- Must be at a Special Event as defined in Article 14, or a one-day event such as a farmer’s market, grand opening, or holiday market.
- Must be located on the premises of the event and outside of the right-of-way.
- Limitations on the amount of signage allowed.
- Signs may only be displayed during the event.

A permit must be obtained for the signs and no more than 1 permit per week can be issued.

Amendments to Article 14 to create a Special Events Ordinance are currently planned for Council consideration on September 23, 2025.

On July 7, 2025, the Planning and Zoning Commission recommended approval of the proposed text amendment, 5-0-0 with three members absent.

On August 12, 2025, City Council approved the first reading subject to amendments, 8-0-0.
