Consider and take action on a resolution authorizing Work Change Directive No. 2 to the construction contract with Lucas Construction Company, Inc., related to the Phase 2 Reconstruction of Turner Street and Butler Road (RE1902A) in an amount not to exceed $63,875 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize Work Change Directive No. 2 to the construction contract with Lucas Construction Company, Inc. related to the Phase 2 Reconstruction of Turner Street and Butler Road Project (RE1902A) in an amount not to exceed $63,875.00.

Previously, a net-zero Work Change Directive No. 1 was administratively approved.

On March 25, 2025, the Council authorized the award of the construction contract to Lucas Construction Company, Inc. for the Phase 2 Reconstruction of Turner Street and Butler Road (RE1902A) (Bid No. 25-CIP-014), for an amount not to exceed $6,124,742.20 and authorizing an additional $612,474.00 for a Construction Work Change Directive budget.

The project scope, as awarded, includes the removal and replacement of asphalt pavement with concrete with curb & gutter on Turner Street from west of round-about to Hobbs Road and Butler Road from south of round-about to the end of road. Project also includes new sidewalks, installation of storm sewer pipes, junction boxes, inlets, replacement of approximately 1,640 linear feet of 24-inch water transmission line, installation of approximately 2,226 linear feet of water lines, additional fire hydrants, and 2,250 linear feet of gravity sewer lines with manholes, and some utility relocations.
