Consider and take action on a resolution authorizing a Community Green Space Irrigation Grant agreement with the Hidden Lakes Community Association, Inc. to install irrigation infrastructure within designated community green space in the amount of $12,616 (Executive Director of Development Services)
Background:
Approval of this item will authorize an agreement between the City and the Hidden Lakes Community Association Inc. (HOA) under the Community Green Space Irrigation Grant Program.
The City Council established the program through Resolution No. 2025-108, adopted May 27, 2025, pursuant to Chapter 380 of the Texas Local Government Code. The program provides financial assistance by satisfying Capital Recovery Fees (CRFs) for irrigation meters serving non-commercial landscaped community spaces such as HOA common areas, roadway medians, and detention ponds.
Hidden Lakes HOA has submitted a complete application requesting assistance for landscape and irrigation improvements to multiple community areas. The project proposes installation of three (3) 1-inch irrigation meters and one (1) ¾-inch meter to serve green space located with Hidden Lakes Section 1 and Section 2 of the subdivision. The final plats for Section 1 and Section 2 were recorded in 2008.
The City assesses CRF fees at the time of final platting, though they are typically collected at permitting. Because these sections were final platted in 2008, the applicable CRF fees are those in effect under Ordinance 2006-72: $2,102.66 for each ¾-inch meter and $3,504.43 for each 1-inch meter.
Based on the four proposed meters, the total CRF obligation is $12,615.95. In accordance with Resolution No. 2025-108, this obligation will not be waived or reimbursed directly; instead, the City will satisfy the CRF fees on behalf of the applicant through an internal transfer from the General Fund to the CRF Fund.
