Consider and take action on a resolution authorizing a construction contract with Environmental Allies, LLC for the Clear Creek Ave. Asphalt Reconstruction - CDBG Project (RE2502) in an amount not to exceed $365,013.30, authorizing an additional $36,500.00 for a construction Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants, Inc. in an amount not to exceed $23,710.00 for a total construction budget of $425,223.30 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of the construction contract to Environmental Allies, LLC for the construction of the Clear Creek Ave. Asphalt Reconstruction - CDBG Project (RE2502) for an amount not to exceed $365,013.30, authorizing an additional $36,500.00 for a construction Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants, Inc. in an amount not to exceed $23,710.00 for a total construction budget of $425,223.30.
The purpose of this project is to perform full-depth reconstruction of the Clear Creek Ave. asphalt roadway from E. Walker to E. Galveston St. - approximately 1,100 linear feet. Construction will be partially CDBG funded in an amount of $258,349 with supplemental funding from the City’s Reinvestment Program. This segment of Clear Creek Ave. reconstruction was moved up from future package 10 due to eligibility and availability of CDBG funding.
Five (5) sealed bids were received on September 10, 2025 (Bid No. 25-035). Based on the City’s A+B bidding method, and bids and contract time received, Environmental Allies, LLC submitted the lowest responsible and responsive cost value bid in amount of $365,013.30 and 42 days to complete. Attached is the City’s engineering consultant’s recommendation of award and the bid tabulation.
