Consider and take action on a resolution updating the Planning and Zoning Commission By-Laws (Director of Planning)

The Planning and Zoning Commission recommended approval, 8-0-0, on November 3, 2025.

Background:
Approval of this item will adopt new By-Laws for the Planning and Zoning Commission.

In accordance with Section 2.5.2 of the Unified Development Code (UDC), the Planning and Zoning Commission (P&Z) must operate under bylaws adopted by the Commission and approved by City Council.

The last adoption occurred on January 22, 2013. This update ensures compliance with current state law, improves procedural clarity, and reflects current administrative practices.

Summary of Changes:
1. Meeting Schedule and Dates: Updated language to reflect the annual establishment of a schedule for regular meetings.
2. Officer Elections: Modified officer timeframes for the officer elections to permit greater flexibility.
3. Records Management: Clarified the preparation and record keeping of the Commission’s records in
accordance with state law.
4. Agenda Descriptions: Revised the agenda descriptions to reflect the administrative approval of plats.
5. Public Hearing Format: Adjusted the structure of public hearings to more closely resemble the
format for City Council meetings.
6. Reporting Requirements: Removed certain outdated reporting and distribution requirements by
staff to align with current administrative practices.
7. Recommended Motions: Updated language of motions to identify the Commission’s intent as
advised by the City Attorney.
8. Expirations and Reapplications: Revised the limitations on expirations and limitations of requests
and/or reapplications.
