Consider and take action on an ordinance amending Chapter 70 of the Code of Ordinances of the City of League City, Texas, by adopting Article V, entitled "Vessel Residency and Nuisance Vessel Abatement" related to live-aboard vessels, abandoned vessels, and derelict vessels (Mayor Long)

 

Sponsor requests approval on first and final reading.

 

Background:

League City is considering an ordinance that would set clear rules for people who live on boats in local marinas and create a process for dealing with abandoned or unsafe vessels. The purpose of this ordinance is to protect public health and safety, keep the waterways clean, and support well-maintained marinas that benefit both residents and the boating community.  These regulations are intended to improve safety, prevent pollution, reduce nuisance conditions, and ensure that marinas remain assets to surrounding neighborhoods and the broader community.

 

The ordinance would:

• Limit how many boats in a marina may be used as full-time homes.

• Require a Live-Aboard Permit, with a $150 permit fee, to ensure compliance with basic safety, sanitation, and insurance standards.

• Provide that the Live-Aboard Permit requirement becomes effective 30 days after passage to allow time for marina operators and residents to comply.

• Prohibit unsafe or unsanitary conditions, including improper waste disposal.

• Establish rules for identifying and removing abandoned or derelict vessels through notice, inspection, and hearings.

• Create an appeal process for Live-Aboard Permit decisions.

• Allow the City to act quickly if a boat poses an immediate danger to health, safety, or the environment.
