Consider and take action on a resolution authorizing a one-year agreement with Semper Striping LLC for roadway markings on-call in an amount not to exceed $213,185 (Director of Public Works)
Background:
Approval of this item will authorize an agreement with Semper Striping LLC Invitation to Bid (ITB) 26-020 for installation of roadway markings on-call from March 1, 2026 through February 28, 2027 in a total not to exceed amount of $213,185, with the option to renew for two additional one-year periods.
The City released ITB# 26-020 Roadway Markings on December 23, 2025. Two sealed bids were received on January 26, 2026. Semper Striping LLC was the lowest qualified bidder in the amount of $213,185. Bid details are available in Exhibit A. City staff confirm that prices are within typical range for this type of work.

Stripe Lines, Inc. - $266,580.50
The previous contract value was $198,805.37 and the current FY2026 Budget for this service is $175,000.
The quantities used in the bid form are just an estimate used to approximate the total work required. The work will be paid based on specific work orders and the unit prices for completion of work. The work orders will be developed throughout the year based on needs. Each individual work order may include multiple locations but will include a minimum of $5,000.00 worth of markings. Examples of proposed FY26-FY27 work orders would include, but not be limited to, the remarking of: Austin St., from Louisiana Ave to South Shore Blvd., Coryell from N. Wisconsin to Egret Bay Blvd, Walker St. from League City Parkway to FM 646, South Shore Blvd from FM 518 to League City Parkway, Victory Lakes Dr., from I 45 to W. Walker St., Twin Oak Blvd from Marina Bay to Lago Vista St., Village Way from Mar Bella Pkwy to Bishops Bridge, Mar Bella Pkwy from League City Parkway to Isla Vista Dr., Butler Rd.
