Consider and take action on a resolution authorizing an agreement for the purchase of up to four generators for various city facilities utilizing FEMA Hazard Mitigation Grant Program Funding (City Manager & Executive Director of Facilities and Information Technology)

Background:
Approval of this resolution will authorize an agreement for the purchase of up to four (4) generators for various city facilities utilizing grant funds through the FEMA Hazard Mitigation Grant Program. The four permanent back-up generators will provide essential back-up power to four facilities that have been identified as critical to the City’s operations in the event of power outages. These locations include the Civic Center, 400 W. Walker St, City Hall Annex, 500 W. Walker St, Public Works Operation Center, 1701 W. League City Pkwy, and League City Community Center, 400 S. Kansas Ave.

On February 26, 2026, the City issued Invitation to Bid (ITB) 26-031 Emergency Generators with responses anticipated on March 12, 2026. With the meeting agenda posting requirement of March 11, 2026, the selected bid amount and vendor will be provided at the City Council meeting.

In order to receive grant funds, all work must be complete with generators installed and operational prior to June 6, 2026. In July 2025, staff requested an extension to the September 2026 deadline, to which FEMA asked in December 2025 for additional information on the reason for the extension request. In January 2026, staff responded to FEMA’s request for additional information. As of the drafting of this agenda item (March 11, 2026), FEMA has not responded with a determination on the time extension. To prevent losing the grant funding based on the current June 6, 2026 completion date, staff is presenting this bid award to City Council for approval to the vendor(s) whose bid meets the time constraint.
